Question for authors and publishers?

What is the best self publishing website, that gives you your rights and an isbn# or how ever you spell it? I looked over some, some seemed nice with letting you create your cover and do your own illustrations if any, some not so much, some too expensive and some decent and some rip offs. Which is best reccomended? If you do not reccomend self publishing at all, where are some reputable sites where I can find lists of decent agents and publishers? Thanks!
