Camp America: How do they get away with this?

My Brother is British and he went to Camp America. While there it turned out that everyone who wasn't American got paid less even if they did more work. My brother got paid half the amount of one person yet he did twice the hours and his work was more demanding. This was basically the same for every non-american. People complained so did some americans yet I few americans didn't care and he never got a answer. Another thing was that after every week working with the kids none of the councillors could relax since they had to go to three hour meetings every Saturday and Sunday. They couldn't even drink beer. How do they get away with this?
