Can I force my council to restore disabled access outside my house?

The Council wanted to place a Zebra crossing immediately outside my front gate,making my disabled mum a prisoner in the house.Eventually,after a lot of effort ,I managed to get them to accept their Duty and the crossing was moved enough to provide a 1.5m path to the roadside and I withdrew all objections accordingly.However,during the course of construction,the Council 'came across reinforced concrete' in the road.Drainage channels were filled in and grids were discarded. and the whole area was quickly covered in tarmac.I didn't fully realise what they'd done until it rained after work completion -all the surface water has been directed either into my garden threshold or to the only remaining grid in the road, via mum's path,which then becomes an open culvert! Obviously the disabled path can only be used safely when there's no threat of rain -ie about 20% of the year.I told the council's 'specialist engineer' back in July,but as yet he's been too busy to check to see if' 'remedial' work is necessary.I 'signed off'' in good faith and feel that I am just being mocked and mum treated as worthless .It really hurts!!- any thoughts on my best course of action?
