Hindus: Who is the first Avatar of Vishnu, Parasurama or Vamana?

Vamana Avatar was to push the Asura Emperor Mahabali into hell who ruled the state of Kerala. But Kerala was created from the Arabian sea by throwing the axe of Parasurama. Before creating the land, how can it be ruled by Mahabali?
